Since 1990, the English and Scottish councils have been the subject of considerable reorganisation and, as of 2008, only the Welsh council is still governed by the Act. The Act superseded the requirements under section 1(1)(d) of the Health and Safety at Work etc. Act 1974 in respect of controlling noxious emissions. [b]

Act on the Protection of the Marine Environment, the Safety of ships Act, and Merchant Shipping Act (Exclusive Economic Zones Act) No. 394 of May 22, 1996 Act on Waste Deposits No. 420 of June 13, 1990
In 1990, Congress amended the Clean Air Act [7] to create new regulations for over 180 different kinds of "hazardous air pollutants" emitted from stationary sources. [8]One of the programs created by the 1990 amendments was the National Emissions Standards for Hazardous Air Pollutants Program, which regulated pollution from "major sources" of air pollution.
The National Emission Standards for Hazardous Air Pollutants (NESHAP) are air pollution standards issued by the United States Environmental Protection Agency (EPA). The standards, authorized by the Clean Air Act, are for pollutants not covered by the National Ambient Air Quality Standards (NAAQS) that may cause an increase in fatalities or in serious, irreversible, or incapacitating illness.
Part IIA of the Environmental Protection Act 1990 established the operation of the polluter pays principle. This was further built upon by The Environmental Damage (Prevention and Remediation) Regulations 2009 (for England) and the Environmental Damage (Prevention and Remediation) (Wales) Regulations 2009 (for Wales). [14]
The first environmental statute was the Rivers and Harbors Act of 1899, which has been largely superseded by the Clean Water Act (CWA). However, most current major environmental statutes, such as the federal statutes listed above, were passed in the time spanning the late 1960s through the early 1980s.
One such program is the United States Environmental Protection Agency's Land Disposal Restrictions under the Resource Conservation and Recovery Act Subtitle C hazardous waste management program. [8] These rules restrict the land disposal (placement in landfills , primarily) of hazardous waste without prior approved programs.
