The article suggests that Zaraki hasn't achieved Shikai--but the anime makes it clear that Zaraki and Ichigo have permanantly released Zanpakuto. So he and Ichigo walk around in Shikai state and don't need to release their Zanpakuto (I believe another Wikipedia article talks about this and states that it's probably considered rude in Soul Society).
