The United States European Command (EUCOM) is one of the eleven unified combatant commands of the United States military, headquartered in Stuttgart, Germany. Its area of focus covers 21,000,000 square miles (54,000,000 km 2 ) and 51 countries and territories, including Europe , The Caucasus , Russia and Greenland .
Area of responsibility (AOR) is a pre-defined geographic region assigned to Combatant commanders of the Unified Command Plan (UCP), that are used to define an area with specific geographic boundaries where they have the authority to plan and conduct operations; for which a force, or component commander bears a certain responsibility.
In FY 2011, EUCOM conducted 287 SPP events, nearly a quarter of the 1209 total EUCOM events, at a cost of $3.8M. SPP is the largest non-EUCOM force provider for events in the AOR. As permanently based U.S. forces draw down in Europe, partnerships increase in their importance to the security of the U.S., the European continent and its neighbors.
A new joint, multi-service United States European Command was established in Frankfurt, Germany on 1 August 1952. General Matthew B. Ridgway became commander and Gen. Thomas T. Handy deputy commander. On that day, the U.S. Army headquarters at Heidelberg, formerly known as EUCOM, became Headquarters, United States Army, Europe.
In 2024 the now Europe District formally transferred responsibility for design and construction projects in Israel to the Middle East District in a ceremony in Israel after decades of managing that mission. The change was linked to the U.S. Central Command’s 2021 assumption of combatant command responsibility of Israel from U.S. European Command.

The change gave EUCOM, and NAVEUR, the responsibility for maritime planning in the same general area of operations. The changes were made effective on 1 October 2000. The Atlantic Command areas that presently include the waters off Europe and the west coast of Africa were also transferred to European Command.
