The former part doesn't quite make sense; whether you slap the velcro strap plunk down on its destination, or pull the strap in a hairpin curve around a slot (='pulley') back the way it was coming and then slap it down, its try-to-come-off-resistance is going to be along the plane of the two (mated, joined) surfaces.
