If you look more closely, I think you'll find that "it will download" the Windows 7 64-bit version (which will include IE9 32-bit & IE9 64-bit). If it's a Win7 64-bit computer, you have two versions of Internet Explorer: IE 32-bit (the default) and IE 64-bit.
