New Scotland Avenue was part of New York State Route 85 from 1930 until the mid-1960s when the Slingerlands Bypass was constructed and NY 85 was rerouted on to it and the Crosstown Arterial to end at Interstate 90. Today New Scotland Avenue has many colleges, hospitals, office buildings, and commercial/retail businesses.
When the State of New York seized the area in March 1962, it was home to about 7,000 residents according to the 1960 US Census. Like urban cores in most other American cities in the Northeast and Midwest, downtown Albany had seen sharp declines in white population, downtown retail activity, and hotel occupancy rates since World War II.
The ACPHS Campus is located at 106 New Scotland Avenue in the University Heights section of Albany, a higher education and health care cluster that includes Albany Law School, Albany Medical College, and Sage College of Albany, as well as Albany Medical Center, St. Peter's Hospital, and the Albany Stratton VA Medical Center.
