In my experience a phone call would not get acted upon. To prod the DWP to get anything done you always need to inform them in writing whether it would be for a name change or to report a change in circumstances eg health deterioration, however it is very important to send the letter by recorded or special delivery so you have a post office receipt and you will get a proof of delivery online.
