While Operation White Star was concluded as part of the American military leaving Laos, Operation Momentum went into suspended animation. Operation Pincushion was a covert training program for hill tribe recruits to become guerrilla soldiers during the Laotian Civil War.Run by United States Special Forces and funded by the Central Intelligence Agency, it trained 12 companies of irregulars in southern Laos between December 1961 and September 1962.
Lair and the PARU would intrude into Laos in the wake of this coup, under complex circumstances. One was that Phoumi Nosavan, who was then the Lao head of state, was a first cousin to General Sarit. The prospect of his rival Phao losing influence as casualties sapped the PARU seems to have been another reason for Sarit's acquiescence.
