The Electronic Staff Record or ESR is an Oracle-based human resources and payroll database system currently used by 586 units of the National Health Service (NHS) in England and Wales to manage the payroll for 1.2 million NHS staff members. The facility, which was designed by William Cumming Joass, [2] was built as a memorial to Dr William Ross and opened in 1873. [3] Additions included a new isolation hospital in 1909 and a new maternity wing in 1939 and, after joining the National Health Service in 1948, a new out-patient department opened in 1962.
