Westmoreland is a historic neighborhood in Toledo, Ohio and is roughly bordered by Dorr Street, Parkside Boulevard, Bancroft Street, and Upton Avenue. The concept was set forth in a plan offered by then Rhode Island Governor Donald L. Carcieri in 2006.
