The library was named in honor of Gail Borden (November 9, 1801 – January 11, 1874), who in 1856 invented condensed milk.Gail Borden never lived in Elgin or donated any funds for the library which bears his name, but in 1892, his stepsons, Samuel and Alfred Church, residents of Elgin, purchased and donated the Scofield Mansion at 50 N. The Society was created in 1961 through the efforts of local authors and historians such as LaRoy Morning, Madeline Sadler Waggoner, Karl Lehr and E. C. Alft.The Society lacked a permanent home for many years and stored its donated artifacts in the homes of Society members and in the basement of Elgin’s Gail Borden Public Library District.
In October 2003 the Gail Borden Public Library moved into a new $30 million, 139,980 square foot, 460,000 volume-capacity building, and in August 2009 opened its first-ever satellite branch. The 10,000 square foot Rakow Branch, situated on Elgin's West Side, was LEED registered, and was designed to be expandable up to 30,000 square feet. [ 12 ]
It serves 66,000 residents, though many of its towns are served only in-part by Poplar Creek, with other residents being patrons of the Schaumburg Township District Library, Gail Borden Public Library District, or the Bartlett Public Library District.
