The only 2 browsers that i know of that have these 2 capabilities are edge and vivaldi. Switching workspaces in edge is slow unfortunately, and Vivaldi seems a bit broken. i get https errors for well known sites like tomshardware. reloading fixes it, but it's just annoying.

If you use Windows, imo Edge is the best because it's well integrated into Windows 10/11 and it has efficiency mode that kicks in to avoid issues/performance loss when playing games. Doesn't seem so. Tho there are extensions for it. Yandex on desktop. Vivaldi on Android. Microsoft Edge on PC. Quick, best vertical tabs in my opinion, great built-in PDF reader. Copilot is ok-ish, enough for my occasional usage. As for privacy concern, I use Windows, nuff said. Samsung Internet Browser on phone.
Vivaldi is the best, all things considered, such as privacy, performance, features. It's not the best at everything, but it's the ones that has the least flaws. Honestly, the best to do is try them and see how it runs on your system. My recommendation according to your post however, would be Microsoft Edge or Brave.
So less crashes but less control of browser. The Edge browser in Xbox is using Chromium. You should report website crash to Chromium community. This post sounds like a you problem. For 4K, PlayReady is the Hardware DRM used and it's baked directly into Windows OS not the browser, meaning only Edge or the MS Store approved Apps (which are sluggish af) can access it to play Max Resolution content (Netflix, Prime, Disney+, Etc)
As for VPN functionality I would honestly use a service like Proton VPN. While I use it for my windows devices/phone and have used it in the past with Linux, have yet to try to install it on my steam deck. Protonvpn does have a free tier. All of the browsers update often. You don't have to update, but it's recommended.
