Section 7.0.0.3 is the applicable one here. While it does not say a Scout can’t start working on a badge prior to a discussion with a unit leader, they clearly can’t engage with a counselor until that discussion happens. The Scout has to get a signed “Blue Card” (or “Initial Unit Leader Signature”) before working with an MBC.

When trying to enter in any type of advancement, either Rank or Merit Badge for any scout, it will not allow me to click on the Save and Record OR the Record and Finish. It gives the red circle with the line through it.

On Scoutbook.com, under Reports, Purchase Order, you can select to “print pocket certificates”. You then choose the correct SKU of the merit badge certificate page product. The two SKU’s I believe are backwards. To print on SKU 33414 correctly, you must choose SKU 654936.
