On March 19, 1983, the numbering plan area was divided for the first time, when the immediate Houston area retained 713, while the northern, eastern and western portions received area code 409. On November 2, 1996, area code 713 was split again, with most of Houston's suburbs switching to the new code 281.

In 1947, the American Telephone and Telegraph Company (AT&T) devised the first nationwide telephone numbering plan and assigned the original North American area codes.
Each NPA was identified by a three-digit area code used as a prefix to each local telephone number. The United States received seventy-seven area codes, and Canada nine. The initial system of numbering plan areas and area codes was expanded rapidly during the ensuing decades, and established the North American Numbering Plan (NANP).
