The district municipalities are labelled with numbers that correspond to their district code, while the metropolitan municipalities are labelled with letters that correspond to their names. The district municipalities are labelled with their code, excluding the letters "DC"; for example, Xhariep District Municipality, which has code DC16, is labelled with a 16.
Municipal governments are called cities, towns, villages, boroughs, and townships, and can form 1-3 layers of government. Many municipalities are administratively divided into boroughs, wards, districts, neighborhoods, or villages, which may or may not have an active government.
The district municipalities are divided into a total of 205 local municipalities. In general, a local municipality includes one or more towns and the surrounding villages and rural areas. A local municipality exercises all the municipal functions not carried out by the district municipality within which it lies.
