Colorado is divided into 64 counties, two of which (Pitkin and Weld) are home rule. Counties are important units of government in Colorado since the state has no secondary civil subdivisions, such as townships. Two of these counties, the City and County of Denver and the City and County of Broomfield, have consolidated city and county governments.
On November 2, 2010, Colorado Springs voters adopted a council-strong mayor form of government. The City of Colorado Springs transitioned to the new system of government in 2011. Under the council-strong mayor system of government, the mayor is the chief executive and the city council is the legislative branch.
As of August 2013, Colorado had 53,800 nonmilitary federal employees, which made of 2.3 percent of the state's total nonfarm employment, slightly above the national average of 2.0 percent. In addition, there were 37,285 active military in Colorado. [17] Before Colorado was a state, it was a federal prison territory. [18]
