I would only recommend using this forum and Planet Minecraft. Those are the two main sites where the downloads for packs are posted by the original authors. Sure, some of them use dodgy link shorteners with dangerous ads, but as long as you only click the "Skip Ad" button and nothing else, you should be fine.

It's only 16x16 so paint will seriously do the job. If you really can't stand it GIMP is great. I like photoshop as using gradients for Diamond blocks is great and using marquee and hue/saturation for things like water is awesome!

A *big* factor in Minecraft's performance is whether you are running 32bit or 64bit. What I mean, is if you have a 64bit operating system, and are running java in 32bit then you are going to have *loads* of problems.
