Shipley was a rather enigmatic person about whom little is known. He was born in Gateshead, near High Street. He was a solicitor in the Newcastle firm of Hoyle, Shipley and Hoyle. From 1884 until his death, he leased Saltwell Park House, now known as Saltwell Towers. Shipley's main passion was art and collecting paintings.

The 29-acre (120,000 m 2) Tilles Park was created by city ordinance 48569 in 1956. It was named after Andrew Tilles , a wealthy business man of the early 20th century. There is also a Tilles Park in St. Louis County .

Ellendale itself is a small neighborhood and relies on some of the assets and resources of the surrounding communities. It does, however, have a few very important institutions.
