The original Kinross Correctional Facility was opened on January 16, 1978, on the barracks grounds of the former Kincheloe Air Force Base [3] with an original capacity of 495 prisoners - which was increased to approximately 700 shortly after. At 113 acres (46 ha) it was the largest fenced area of any state prison in Michigan.
It does not include federal prisons or county jails, nor does it include the North Texas State Hospital; though the facility houses those classified as "criminally insane" (such as Andrea Yates) the facility is under the supervision of the Texas Department of State Health Services. Facilities listed are for males unless otherwise stated.
The base was known by various names, including Kinross Municipal Airport, Kinross Army Air Field, Kinross Air Field, Kinross Air Force Auxiliary Field, and Kinross Air Force Base. The present-day Chippewa County International Airport , Kinross Correctional Facility , and the community of Kincheloe are located on the site of the base.
Camp Koehler was a 240-bed Level I work/medical camp located adjacent to Kinross Correctional Facility and was under there administration. Camp Koehler, which opened in 1988, included the Housing unit, a relatively new administration building, and an attached new Food Service building.
Chippewa County International Airport, Kinross Correctional Facility, Chippewa Correctional Facility, Kinross Manufacturing, American Kinross, Inc. are now located on the base's former property and adjacent land. In all, the local tax base had doubled, and the civilian payroll created by the new ventures had reached $110 million.
