It opened in 1975 and features five anchor stores: At Home, JCPenney, Macy's, and a combination TJ Maxx/HomeGoods, with one vacant anchor last occupied by Sears.
In the mid-1970s, Miller & Rhoads opened three large stores in new shopping malls at Regency Square, the Chesterfield Towne Center in suburban Richmond and Newmarket North Mall in Hampton, with the latter relocating from a shopping center across the street.

When the mall opened in 1973, the original anchor stores were J. C. Penney, Leggett (now Belk), Woolco, Miller & Rhoads, and G.C. Murphy. The mall was, at the time, the largest shopping center west of Richmond, measuring at 658,000 square feet of gross leasable area with 4,000 parking spaces.
