Franklin County was erected and established in 1875, four decades after the independence of Texas, from land ceded by neighboring Titus County. [3] Although the origin of the county's name is not recorded, it is generally believed to have been named after Judge Benjamin C. Franklin, the first appointed justice in the Republic of Texas.

There are four properties listed on the National Register in the county. One property is a State Antiquities Landmark while another is a Recorded Texas Historic Landmark.
Mount Vernon is located at the center of Franklin County. U.S. Route 67 passes through the northern side of town as Main Street, leading east 16 miles (26 km) to Mount Pleasant and west 23 miles (37 km) to Sulphur Springs.
