White Oak was originally part of Versailles Township (one of the original townships of Allegheny County). In that era it was the site of Fort Reburn, a place of refuge for early settlers. On March 21, 1948 a petition requesting the formation of White Oak Borough was submitted to the County Court.
In 1794, Casper Reel decided to finally settle in the area after being formally chased out by a group of Indians. His twin sons, David and Casper Jr., became the first white men born north of Pittsburgh. [3] One of Ross Township's earliest claims to fame was the roads that passed through the area.
Traders began settling in the Shaler area in the mid-18th century. The most prominent early trader in the area was George Croghan, who came in the early 1740s.By 1754, settlement included the Pine Creek trading post, where Europeans traded fur and skins with the Mingo and other Native Americans in the Ohio Valley.
