Rostov-on-Don [a] is a port city and the administrative centre of Rostov Oblast and the Southern Federal District of Russia. It lies in the southeastern part of the East European Plain on the Don River , 32 kilometers (20 mi) from the Sea of Azov , directly north of the North Caucasus .
The main city on the river is Rostov-on-Don. Its main tributary is the Seversky Donets , centred on the mid-eastern end of Ukraine, thus the other country in the overall basin. To the east of a series of three great ship locks and associated ponds is the 101-kilometre (63 mi) Volga–Don Canal .
The city of Zelenograd (a part of the federal city of Moscow) and the municipal cities/towns of the federal city of St. Petersburg are also excluded, as they are not enumerated in the 2021 census as stand-alone localities. Note that the sixteen largest cities have a total population of 35,509,177, or roughly 24.1% of the country's total population.
