It was an intermediate school offering agricultural courses for boys and was known as Camarines Agricultural School (CAS). In 1923, Victor Oblifis became the superintendent. CAS changed into a national secondary under the name Camarines Agricultural High School (CAHS). In 1928, William Pickell became superintendent, serving for two years.
La Union School of Arts and Trade was established in 1907 by D. Aran, an American, its founder and its first principal. It was one of the earliest vocational schools in the Philippines; it started as an intermediate school with only five teachers and 88 students. In 1917, Mr. Huncy, succeeded him until 1922. Secondary courses were then offered.

With Administrator Dimas, the school continued to grow especially with the offering of the regular vocational agriculture and homemaking courses. Hon. Romulo B. Lumauig, the first elected congressman of the new province of Ifugao, saw it fit that the school offers college courses and so he worked for the passage of R.A. 6453.
