If I should restart the computer or resume from sleep, the lock screen shows the time in 24 hour format (the time in the system tray is set to display in 24 hour format).
Type in net user administrator * to give the administrator user a password - always a good idea. Press Ctrl+Alt+Del to Switch users (or logout and log into Administrator account. In the administrator account: Open the control panel and click on Change date, time or number format.
Does for any other location as well. Try ye olde worlde Control Panel > Region > Formats > Additional settings... > Time Tab > Capital H for 24 hour clock. The options are explained there. Apply OK restart App etc. It does change in the Weather App, just tried it. Maybe you are on manual updates for Apps or something.

Its not a major issue I have now with Win10, but its annoying a bit. Before I logon to Windows 10, the default lock screen theme has the time in 12 hour format instead of the 24 hour format.

Boot into Setup (Bios) and set the time here. Checked that out. BIOS has date and time correct; 24 hour clock. . Turns out that the problem was not related to SYNC/. However there is a fix:-. don't use the Settings App, use the Control Panel to set the format. Attachment 359855.
