I just stumbled across this discussion and it intrigues me greatly as creating internal links to a specific section of another page has been baffling me. I've got the exact syntax recommended below, and the links work perfectly... sometimes. Sometimes the link just redirects me to the top of the page instead of to a specific section.
For a bit of fun tonight, I created a PHP script to convert .csv files into DokuWiki pages. This php script creates new dokuwiki pages extracted from a csv file. Each row in the csv will become a new page in dokuwiki. One of the columns in the csv file must contain the unique pagename for each row. You can find the php script here: index.php

Have a look at the creole plugin [1] and how it changes the syntax. I'd recommend, however, to use one of the available wiki syntax converters, and get used to the DokuWiki syntax, because changing the syntax so fundamentally isn't going to be a easy task.
