"Address concerning the events in Ukraine" (Russian: Обращение по поводу событий на Украине) was a televised address by Russian President Vladimir Putin on 21 February 2022, announcing that the Russian government would recognise the Ukrainian separatist regions of the Donetsk People's Republic and the Luhansk People's Republic as independent.
Putin announced the start of a "special military operation" in the Donbas region, citing Article 51 of the UN Charter (on the right to self-defence), the decision of the Federation Council on the use of Russian troops in Ukraine and agreements with the Donetsk People's Republic (DPR) and Luhansk People's Republic (LPR).
The essay was published on shortly after the end of the first of two buildups of Russian forces preceding the full-scale invasion of Ukraine in February 2022.
