The system was established under Wisconsin Statute 43.15 by action of the Waukesha County Board of Supervisors in January 1981 as the Waukesha County Federated Library System. The Elmbrook Schools or School District of Elmbrook is headquartered in Brookfield, Wisconsin. It serves Brookfield, Elm Grove , and a small portion of New Berlin . There is also open enrollment that allows people from different cities to learn, while providing their own transportation.
