Right click on the hyperlinked text and select Properties. In the Link Properties dialog box click on the Actions tab. In the middle of the Actions panel in the Actions section click on the Open a web link action listed there to select it. Click the Delete button located just below that section in the lower right corner.
Basically, go to edge://flags. Type in "pdf" in the search bar and scroll all the way down to "new PDF viewer" and disable that. The pdf will look like the one in Firefox, the problem should be fixed.
When you view a PDF in a Chrome window it uses Chrome's built in PDF viewer, whatever add-ons you might have, and whether or not Acrobat Reader is installed. This is why forms aren't going to behave the same as if you opened them in Reader. It's a big problem and makes forms a lot less useful. All the browsers are going that way.

Levine pointed out, however it seems the issue is not with the web browser but how the interactive content is (translated) via HTML. For instance, right-click on your PDF e-form, choose to open it in Safari if you are on Mac, the form works fine.
To undo it press Ctrl+J to open the JavaScript Console window, then click on the comment in the comments list so that it's selected, and paste the following code into the Console: this.selectedAnnots [0].opacity = 1; Then press Ctrl+Enter. That should make the selected one visible.

The reason is because I have a set of PDF documents stuffed with a lot of JS and that just get stuck when the user's browser opens it in a tab instead to download it.
