Uva Wellassa University is a state university and depends on the government for its annual grant, which is provided by the University Grants Commission (UGC). Undergraduate education is free, and its governance is guided by the Universities Act No. 16 of 1978, the Universities (Amendment) Act No. 7 of 1985, and its own by-laws.
Renovations on the library began in December 2009 and completed in February 2011. The new library space has over 14 study rooms, 24 group work areas, a quiet individual study area with 40 carrells, 44 computer workstations, and a café, as well as new seating, all in service of a core collection of approximately 15,000 print volumes.
In 2010, IUPUI opened its new Honors College in the basement of the University Library. The new Honors College space was designed by Rowland Design, Inc. The project cost a total of $900,000 that included $670,600 for renovations $156,300 for furnishings, and $77,000 for new technology. [21]
When compared to the other divisions of the Uva province, Wellawaya area is very much closer to the sea. The area has a lower elevation and fewer mountains. Therefore, this area is touched with the wind from the sea, which was called "Welle Wayuwa". It is believed the name "Welle Wayuwa" later became "Wellawaya".
