I Just received my brand-new Surface pro 11 (Snapdragon Elite) and I noticed that there is a 39-watt charger in the box. I happen to have multiple surfaces in house, including a Surface dock 2. The chargers vary from 39, 65 to 127 Watt output; the dock has 120 Watt power delivery. I used to pick whatever charger is available for whatever device.
- Determine whether the charger is the in-box charger, a different Surface charger, or a third-party charger. - If possible, try a different Surface brand PSU or test the charger on another Surface. This will help determine if the issue is with the charger or the device.
I am sorry I misunderstood you - I thought your device overheats when being plugged, but now I understand that it's the entire charger that gets hot. As suggested by phrequencyviii, I'd also recommend getting a replacement. Again, it is expected that the charger gets hot while plugged in, but it shouldn't reach such a high temperature.

In reality there is a small break in the cable from the charger to the Surface. A slight movement of the cable can connect or disconnect it. All the faffing about with the freezer pack was just moving the cable around. The only fix is a new charger. Or I could take the thing apart, repair the cable and reassemble.
