Rom Files cannot be infected with viruses. Each site is unique, but over time there are tricks to figure out how to get the rom files. I recommend installing Universal Bypass, it works very well. You can have 9 file entries of the same game appearing as duplicates without .m3u file. Now the .m3u file should be as follows. Just list out all the .cue files you have in that .m3u file and you are done. Each game should have its own .m3u and make sure its in the same folder as all the .cue files for the game.

Honestly for the vita. Just use PKGJ. Downloads straight from Sony and I haven’t had an issue with it at all. Edit: didn’t fully read. Archives.org is where I get most of my roms. This should help. Planetemu.net is also good for anything old (that's not Nintendo). Awesome. I'll check that out.
