The Philadelphia Parking Authority (PPA) is an agency of the Commonwealth of Pennsylvania that manages many parking operations for Philadelphia. [2] The PPA was created by the Philadelphia City Council on January 11, 1950, for the purpose of conducting research for management of off-street parking and establishing a permanent, coordinated system of parking facilities in the city.
The PHLASH was first introduced in 1994 by then Philadelphia Mayor Ed Rendell. [4] Michael Masch, the Philadelphia budget director at the time, helped create the transit line naming it after his favorite Marvel Comics character Flash. [5] The service was operated by the city's Center City District starting in the late 1990s.
SEPTA was created in 1962, and purchased PTC's transit operations on September 30, 1968. The former Philadelphia Suburban Transit Company's Red Arrow Lines followed on January 29, 1970, after which SEPTA designated the city services as its "City Transit Division". Many of today's bus and trackless trolley routes were once streetcar lines.
