University Grants Commission (UGC; ISO: Viśvavidyālaya Anudāna Āyōga) is a statutory body under Department of Higher Education, Ministry of Education, Government of India. It was set up in accordance to the UGC Act 1956 [ 2 ] and is charged with coordination, determination and maintenance of standards of higher education in India.

The regulatory infrastructure for the Institutes of Eminence (IoE) plan was provided by the University Grants Commission (UGC) through the UGC (Declaration of Government Institutions as Institutions of Eminence) Guidelines, 2017 [4] for public institutions and UGC (Institutions of Eminence Deemed to be Universities) Regulations, 2017 [5] for private deemed to be university institutions.
