The Ministry of Urban and Rural Development (MURD) is a department of the Government of Namibia.The ministry is responsible for regional governance (Regional Councils) and local governance (Local Authorities) and therewith plays an important role in the decentralisation process of the Namibian government.
In 1990 the ministry was established as Ministry of Agriculture, Fisheries, Water and Rural Development. In 1991 the portfolio of fisheries was split off, and a separate Ministry of Fisheries and Marine Resources was created. [1] In 2000 the portfolio of rural development was removed, too, and given to the Ministry of Regional and Local Government.
On 21 April 2021, she was appointed deputy minister in the Ministry of Urban and Rural Development when her predecessor Derek Klazen moved to the Fisheries Ministry as minister. [ 1 ] [ 5 ] On 12 September 2023, in a cabinet reshuffle, ǀGoagoses was appointed Deputy Minister of Higher Education, Training and Innovation.
Evelyn ǃNawases-Taeyele (born 1 June 1976 at Leonardville in Omaheke Region) is a Namibian politician. She is a legislator in the National Assembly since 2005 and serves as deputy minister of Urban and Rural Development (Namibia).

As of 2015 Namibia has 18 villages, each of them governed by a village council of up to five seats. Village councils are elected locally and have the authority to set up facilities like water, sewerage and cemeteries without the approval of the Minister of Urban and Rural Development.
