In the late 1990s, the food-stamp program was revamped, and stamps were phased out in favor of a specialized debit-card system known as electronic benefit transfer (EBT) provided by private contractors.
Originally the Food Stamp Program was established by Henry Wallace, Secretary of Agriculture, in 1939 under the Roosevelt administration. [2] Food stamps were first introduced in Rochester, New York.
