In 1957, the Vice Lords gang was founded by several African American youths originally from the North Lawndale neighborhood of Chicago. [8] These youths met while incarcerated in the Illinois State Training School for Boys in St. Charles (also known as the St. Charles Juvenile Correctional Facility).
The main rivals of the Taylor Street Jousters were Satan Disciples and Harrison Gents. In 1969 or 1970 they met some individuals at Prosser High School and officially sanctioned majority white branches to be formed on Fullerton and St. Louis and North Ave and Damen, on the north side of Chicago.
The gang had expanded through the North and West Sides of Chicago, as well as Indianapolis, Minneapolis, Kansas City, Detroit, Milwaukee, Cincinnati, Birmingham, Hattiesburg, and co-founder Hoover's birthplace of Jackson. They first emerged in significant numbers in Memphis, Tennessee in the 1980s, the first modern street gang to do so. [19] [20]
In 1958, a group of young teenagers from the Hyde Park, Englewood, and Kenwood areas of Chicago formed an organization known as the "Devil's Disciples". The founding members included David Barksdale, Richard Strong, Mingo Shread, Prince Old Timer, Kilroy, Leonard Longstreet, Night Walker, among others.
The first gangs in Chicago were loosely organized groups of European immigrants in the late 1800s. In 1910, Big Jim Colosimo founded the Chicago Outfit on the South Side. In the early 1950s, immigration to Chicago had picked up considerably, namely to the west side and parts of the south side with many coming from Puerto Rico.

The Folk Nation was formed on November 11, 1978, within the confines of the Stateville Correctional Center. [2] Larry Hoover, the chairman of the Gangster Disciple Nation, created the idea for the alliance and persuaded many leaders of large black, white, and Latino gangs from Chicago to join.
