It’s a 1” tube. What’s a rugged set of rings to match with this. Cost isnt 100% a factor. I’d spend $80 on them. The only other rings I ever bought was badger Ordnance for a fn SPR A1., and a set of nightforce for a Remington tactical bolt action. I don’t intend to lap. I was always told a good set of rings don’t need lapping.

Big objective bells let in light and increase resolution, but require tall rings. Personally, I found that for most of the casual target shooting that I do with my Marauder and Armada, the Hawke Sidwinder Tactical 10X fixed power scope with half mil-dots works quite well.

Most folks go with "AR height" rings, which are centered about 2.4" above the bore centerline (or 1.4" above the top of the rail). This puts the scope center at the same height as the iron sights. The only clearance issue you might run into is a rear fold down sight not fitting underneath the eyepiece.
The Vortex Diamondback Tactical FFP 6-24x50 is a decent entry-level tactical/target scope for .22LR. I put one on my Remington 541S Custom Sporter to explore its capabilities at longer .22LR distances (out to 250-300;yards). The rifle is sub MOA capable with Eley Match and Lapua Center-X. My opinion is that the scope is fine, but not great.
I have low rings on a 40mm objective scope and theres only 1/16” clearance! This tight clearance is primarily due to the 20MOA cant of the picatinny rail. So Medium and maybe even High for your purposes. Cheers
I tried using med & high 30mm Weaver rings and mocked up my 4.5-14x40 scope tonight. I took a couple of pictures (which I can't seem to get posted) showing the clearances. With the medium rings the clearance is minimal, about 1mm clearance between the scope and handguard whereas the high rings gave about 3mm clearance.
The eyepiece and power ring (or lock ring) are larger diameter than the tube: if they sit above the rear sight, you'll have to go even higher on rings. I can see only 2 1/2 ways to keep an aperture rear sight and have a scope mounted low over the receiver. Option 1 is to find a scope with generous eye relief and mount it in front of the rear sight.
