The Shantung "panamas" have a much heavier coat of a "shellac" but I don't think it is the same as the stiffener used for felts. Remember anything you apply to the outside of a Panama ( or any other type of straw hat) will coat and close up some of the open areas in the weave and make the hat MUCH warmer to wear in the heat.
The best straw hat fedoras that I've ever seen have come from, in no particular order: Optimo Hats. VS Custom Hats. Batsakes Bros. Custom Hatter of Buffalo. The best "straw" hats are from Montecristi, Ecuador. A close second, to me, are from Cuenca. Optimo has real, not paper, Milan straw hats that are incredible.
Try turning the sweat band out and then using the stretcher on it. If it ain't leather I'm not sure it will stretch. Why not remove the band altogether, sew in some light fabric or get a new band. Or remove some of the band from the back of the hat by the little ribbon at the rear. Yeah, that sounds like a good idea.
Elmer's white school glue for white straw hats and Elmer's Wood glue for natural colored straw hats. I have repaired a small tear in my stetson cuenca panama straw hat . "A little dab 'll do ya" on the inside of the hat right in the tear. It is virtually an invisible repair.

If it is old,it could be an issue. But if its that old replacing it is probably best. If the hat is bad enough the best way is to remove the band. I have use PVA to stiffen straw especially paper straw. I have been told a fabric stiffener called Stiffy works but I am pretty sure that is best for a starting from scratch.
Later in the season, Spader is seen wearing what looks like a Selentino hat, a great departure from the beaver quality Borsalinos. Sonoran Desert Hideaway. Hat stiffener... I use spray ' Sizing ' which leaves no sticky residue. I have sprayed it on first so that the felt hat is moist but not soaked. Then I steam the hat and shape. When the heat evaporates the the moisture the shape and stiffness remains. The brand I use is ' Faultless ' and I can get it at the dollar store ...
It has a water soluble adhesive so it can be removed by soaking at a later time if desired without damage. It is quite strong,can be smoothed out and repositioned for a bit of time and has a color and texture similar to the straw. May 10, 2010. #24. H.
