Perfect tenses are named thus because they refer to actions that are finished with respect to the present (or some other time under consideration); for example, "I have eaten all the bread" refers to an action which is, as of now, completed. However, as seen above, not all uses of present perfect constructions involve an idea of completion.
The choice of present perfect or past tense depends on the frame of reference (period or point in time) in which the event is conceived as occurring. If the frame of reference extends to the present time, the present perfect is used. For example: I have written a letter this morning. (if it is still the morning) He has produced ten plays.
The basic (present) perfect form, with the auxiliary in the present tense, may specifically carry the meaning of perfect aspect, as in English; however in some languages it is used more generally as a past tense (or preterite), as in French and German. The use of auxiliaries and meaning of the constructions in various languages are described below.
Regular verbs have identical past tense and past participle forms in -ed, but there are 100 or so irregular English verbs with different forms (see list). The verbs have, do and say also have irregular third-person present tense forms (has, does /dʌz/, says /sɛz/).
