Council Tax is a local taxation system used in England, Scotland and Wales. It is a tax on domestic property, which was introduced in 1993 by the Local Government Finance Act 1992, replacing the short-lived Community Charge (also known as "poll tax"), which in turn replaced the domestic rates.

[2] The re-organisation, conducted in two periods, between 2020 and 2023 and between 2023 and 2030, comprises forced mergers of several districts and commune-level administrative units and localities.

Each commune may consist of a number of towns and villages; but often wards and commune-level towns (mostly from urban districts) are divided into residential neighborhoods or wards which differ from rural communes.
