AC&C, a non-profit corporation, has a 5-year, $51.9 million contract with the Department of Health & Mental Hygiene (DOHMH) to provide shelter, examine, test, treat, spay, neuter and assure the humane care and disposition of animals in shelters located in Manhattan, Brooklyn and Staten Island, along with drop-off centers in Queens and the Bronx.
Animal control services may be provided by the government or through a contract with a humane society or society for the prevention of cruelty to animals. Officers may work for, or with, police or sheriff departments, parks and recreation departments, and health departments by confining animals or investigating animal bites to humans.
The 840-space parking facility, which occupies the second through tenth floors, was financed by the city of Norfolk. When the highrise opened in 2002, a large number of tenants in older properties, especially the Bank of America Center, built in 1967, moved to the new Class "A" building when their leases expired. The building is located near the waterfront of downtown Norfolk. It is located next to the old Norfolk City Hall, and nearby Nauticus and the USS Wisconsin. The center began in 1906 when Ellin Prince Speyer founded the "Women's Auxiliary to the American Society for the Prevention of Cruelty to Animals". The first major activity organized was the Work Horse Parade held on Memorial Day in 1907 in New York City .
