The United States European Command (EUCOM) is one of the eleven unified combatant commands of the United States military, headquartered in Stuttgart, Germany. Its area of focus covers 21,000,000 square miles (54,000,000 km 2 ) and 51 countries and territories, including Europe , The Caucasus , Russia and Greenland .
In FY 2011, EUCOM conducted 287 SPP events, nearly a quarter of the 1209 total EUCOM events, at a cost of $3.8M. SPP is the largest non-EUCOM force provider for events in the AOR. As permanently based U.S. forces draw down in Europe, partnerships increase in their importance to the security of the U.S., the European continent and its neighbors.
Area of responsibility (AOR) is a pre-defined geographic region assigned to Combatant commanders of the Unified Command Plan (UCP), that are used to define an area with specific geographic boundaries where they have the authority to plan and conduct operations; for which a force, or component commander bears a certain responsibility.

Its AOR consisted of all the provinces contained in the Philippine's Region 2. On 1 April 87, General Headquarters, Armed Forces of the Philippines issued Letter of Instruction 3/87 creating a unified command spanning Regions 1 and 2. This unit was designated as Northern Luzon Command (NOLCOM).
