The first store was founded in 1938 as Longs Self-Service Drugs, by brothers Thomas and Joseph Long (son-in-law of Marion Barton Skaggs, co-founder of Safeway Inc.), when they opened their first store on Piedmont Avenue in Oakland, California. Osco Drug traces its history back to 1915 by S.M. Skaggs in American Falls, Idaho as a cash and carry store. His son Lorenzo L. Skaggs, who had been involved in the predecessor to Safeway, founded the Pay-Less chain in 1937 in Rochester, Minnesota. In 1942, these chains merged with others and formed the Owners Service Company, shortened to Osco.
Safeway retained the Randalls name in Houston and Austin and the Tom Thumb name in Dallas/Fort Worth but replaced many of the Tom Thumb/Randalls "Remarkable" and President's Choice store brands with Safeway private label items. Randalls Food Markets became Safeway's Texas division, which today is legally known as Randalls Food & Drugs.
