United Nations peacekeeping was initially developed during the Cold War as a means of resolving conflicts between states by deploying unarmed or lightly armed military personnel from a number of countries, commanded by the UN, to areas where warring parties were in need of a neutral party to observe the peace process.
Former Under-Secretary-General of the United Nations, Ramesh Thakur, stated that, "The scale, intensity, and frequency of the use of force by UNOSOM after June 1993 bore little resemblance to the rhetoric and expectations of when it was established, nor any recognizable relationship by then to a peacekeeping operation as defined in the UN lexicon."
