The regiment was first organized during the spring of 1862 with men recruited from Banks, Cherokee, Forsyth, Hall, Jackson, and Pickens counties. They were mustered into Confederate Service at Camp McDonald near Big Shanty, GA, March 10, 1862, to April 10, 1862.
Part of the Lawton-Gordon-Evans Brigade, the 61st Georgia Volunteer Infantry was mustered in South Carolina in May 1862. Its service included the Battle of Gaines' Mill (27 June 1862), Second Manassas (29-30 August 1862), the Battle of Chancellorsville (29 April – 5 May 1863) and the Battle of Gettysburg (1-3 July 1863) among many other battles.

The 17th Georgia was sent to northern Virginia via railroad through Tennessee and Lynchburg. It was brigaded with the 1st, 2nd, 15th, and 20th Georgia regiments. The 1st Georgia transferred out in October 1861 when the army was being restructured. The 17th Georgia eventually became part of Toombs' brigade, D.R. Jones' Division, Army of the Potomac.
