Most of the states and union territories of India have their own state emblem, seal or coat of arms which is used as an official governmental symbol, while five states and five union territories use the National Emblem of India as their official governmental seal.

[1] No legal prohibitions to prevent states adopting distinctive flags exist in either the Emblems and Names (Prevention of Improper Use) Act, 1950, or the Prevention of Insults to National Honour Act, 1971.
