John Romulus Brinkley (later John Richard Brinkley; July 8, 1885 – May 26, 1942) was an American quack doctor, broadcaster, marketer and independent politician. He had no accredited education as a physician and bought his medical degree from a diploma mill .

After losing his medical and broadcast licenses, "goat-gland doctor" John R. Brinkley decided to run for governor, a position that would enable him to appoint his own members to the medical board and thus regain his right to practice medicine. He began his candidacy in September 1930, just three days after he lost his medical license.
The Brinkley Act is the popular name given to 47 U.S.C. § 325(c) (originally section 325(b) of the Communications Act of 1934).
