The Elphinstone College played a pivotal role in the inception of The University Of Mumbai which was established in 1857, the same year as India's first revolt.The university's initial classes were held at the college's Byculla building and were subsequently moved to the present Fort campus of the same.
Mountstuart Elphinstone. Mountstuart Elphinstone FRSE (6 October 1779 – 20 November 1859) was a Scottish statesman and historian, associated with the government of British India. He later became the Governor of Bombay (now Mumbai) where he is credited with the opening of several educational institutions accessible to the Indian population.
The building, completed in 1870, is built using yellow Malad stone, much like the abutting Elphinstone College, Army and Navy Buildings, and Watson's Hotel. Above the entrance portico is a white stone bust of David Sassoon.

After early schooling in Ratnagiri, he studied at Elphinstone College in Bombay. His wife, Annapoornabai Bhandarkar also supported him strongly for his cause of women's education and emancipation from social evils. Along with Mahadev Govind Ranade, Bhandarkar was among the first graduates in 1862 from Bombay University.
