Overall Welcome Home does have the potential to go deeper in its thematics than most stories of this kind and Wally is the perfect example of where this could go. And on top of that, I'm a strong believer of the theory that he is aware of something weird happening and is awkwardly trying to communicate with us.

He's the dude who created Welcome Home. Now, Wally seems to have this mind controlling ability because the people in the WHRP suddenly had urge to do this stuff. That same ability must've scared Ronald Dorelaine back in the 70s. Wally must've been influencing Ronald or his employees.
And in images of the characters with Wally, he is usually the smallest (next to Julie) It would make sense that the main character of this tv show would be a kid.
